In the Name of Allah, the Most Beneficent, the Most Merciful.

The recent assertions made by some generals of the foreign invading forces that they are pursuing a strategy of expanding the number of hired gunmen in the country and of creating more unaccountable local militias under various names. This in itself confirms the weak and frail state faced by the invaders because maintaining the security of an area by local militias is the very sign of fragility and failure. These are the same militias which were being disarmed by them ten years ago under the DDR initiative but today find them a necessity and are empowering them. This can only mean that all the other maneuvers and tactics used in Afghanistan have been futile and the decade of strategies and plans have not only failed but have declined to the extent that they are now repeating the failed experiences of the Soviet Union as it was about to collapse.

By creating and expanding militias they are clearly laying the groundwork for arousing local disagreements and it seems as if they cannot properly fit themselves in the future of Afghanistan which is a clear testimony of their weak and declining state. That is why for the purpose of attaining final revenge from the Afghans while on the brink of defeat, they are trying to exploit and use the different tribes and regions of the nation against each other. One of these infamous processes is the creation of ‘Arbakis’ which was also used as a war stratagem by the stooge regime at the time of the Soviet invasion for its own survival and for fragmenting the united Afghan people. The atrocities perpetrated by the ‘Gilam Jam’ and other hired militias is vividly remembered by every Afghan.

The Russians created these hired militias yesterday under the name of tribal contingents and the defeated America is trying to create and expand it under the banner of local police and ‘Arbaki’. The purpose behind this colonial process by both Russia and American is one and the same which is to strike Afghans by the hands of Afghans; the continuation of its stooge regime and then utilizing them to commit those crimes which they are no longer able to do themselves . Just like how the other militias failed to protect the previous stooge communist regime despite their brutalities and savagery, these ones will also face failure, Allah Willing.

The religious scholars of our country, the respected tribal elders and other known figures with followers can play a key role in blocking this notorious process. Now that our country is going through a very delicate period it is incumbent on all the influential figures to be heedful of all the ominous plans of the enemy. Permission should never be given to the innocent and naïve youth to become servile of the invaders for a few dollars whereas their life and death will both bring shame to the family.

Islamic Emirate of Afghanistan condemns this ominous plan of the enemy with the strongest of words and considers it as a push of our country towards destruction. We shall take every viable step in order to stop this program and alongside this we call on all the international human right groups and organizations to prevent the occupying countries from leaving behind discord in our country as they face defeat. The process of creating danger to the lives, honor and wealth at the hands of unaccountable and drug addict individuals should be blocked because by allowing and amplifying this sinister plan, the lives and peace of defenseless civilians will be put in harms way and the first targets of these notorious militias is our innocent and defenseless countrymen.
