بسم الله الرحمن الرحيم

All praise is due to Allah. We praise Him and seek His help. None can misguide who Allah guides, and none can guide who He misguides. I bear witness that none has the right to be worshipped save Allah, alone, without partner, and I bear witness that Muhammad is His slave and Messenger. To proceed:

From Abu Umar Al-Baghdadi to his fathers, brothers, and children in Iraq, the land of goodness and purity:

My address to you today is one directed from a child to his fathers, a brother to his brothers, and a father to his children. It is one filled with love, compassion and empathy, but it is the address of one who sees danger, like an unleashed river rapidly approaching his family, fearing that it will destroy their crops and cattle, leaving nothing in its path. It is a danger filled with evil spite, blind partisanship and diseased souls, driven by deviant and corrupt belief and a long battle with our religion and our Iraq.

My family and brothers, we Sunnis in Iraq, both Arab and non-Arab, today are standing at the doorstep of a dangerous stage to come, by Allah: either we will remain mighty and honorable, noble leaders as we were for ages, kings on earth and knights in war, or the storm will enfold us, the storm of evil Rafidite (Rejectionist Shia) spite and the cunning plots of the Crusaders, after which it is feared that the survivors will see the corpses of their children and brothers and the ruins of their crops and cattle, and then at that time will only hope for a despicable life which will surely end in destruction. The hidden fact of this danger is the Rafidite Shia, who falsely claim to be Muslims but in actuality are only Magians, feel empowered that the Crusader occupation in all its factions has teamed up against us and killed our men, imprisoned our youth, plundered our wealth, and have empowered the Rafidites to take over our land, supported by a group of mercenaries and traitors who have no intellect nor religion from the children and flag-bearers of Abu Righal, due only to deceptive bribes of wealth and position in their lewd and base meetings and TV Stations.

Today we are witnessing the media, military and individuals prepare for a dangerous fraudulent theatrical spectacle known as 'parliamentary elections', which from beginning to ends seek to empower the Rafidite aides of the Crusaders over all of Iraq, and to subjugate the Sunnis forever, rubbing their noses in the mud, like the poor Sunnis of Iran in spite of their large numbers, rough terrain, many tribes, wealth, and control over all almost land and sea outlets.

My people, indeed these elections are forbidden in the religion of our Lord, and furthermore they constitute total political suicide and crime.

Slaves of Allah! The current pressures and difficult conditions do not mean that they are a source for the ruling, rather they are the object of the ruling. If the religion falsifies a certain ideology or methodology, it remains false even if the people think it to be good and feel it is the way to save oneself, for there is no way to save oneself except through what the religion has commanded.

The ideology of democratic elections cannot be separated from the idea that sovereignty is for the people, while the fundamental principle of our creed and religion is that supremacy is for Islam. The sovereignty of the people in the parliamentary electorate system means that the people, each in their own respective region, are given authority every four years to delegate or choose a person who then becomes a member of the parliament, called a legislator. He legislates laws which pleases the people, even if they oppose Allah’s ruling in the matter. This is in clear and open opposition to the saying of Allah:

“And so judge among them by what Allah has revealed, and follow not their vain desires, but beware of them lest they turn far away from some of that which Allah has sent down to you.” (Al-Mai’dah: 49)

These representatives and legislators are idols erected underneath the domes of the parliament which are subservient to unjust and oppressive laws and constitutions which oppose Islamic Law, and vie with it in many of the principles of our upright monotheistic religion. They are referred to in disputes, and to create and explain any article or legislation, and this therefore is a religion which opposes the religion of Allah, which calls us to refer to Allah in matters of dispute. Allah (I) says:

( فَإِن تَنَازَعْتُمْ فِي شَيْءٍ فَرُدُّوهُ إِلَى اللَّهِ وَالرَّسُولِ إِن كُنتُمْ تُؤْمِنُونَ بِاللَّهِ وَالْيَوْمِ الْآخِرِۚ )

“(And) if you dispute in anything amongst yourselves, refer it to Allah and His Messenger, if you indeed believe in Allah and in the Last Day..” (Al-Nisaa: 59)

The seeking the ruling of Allah and referring all matters to Him is from the obligations of religion and is a part of true monotheism (Tawheed). It has authentically been related of the Prophet (r) that Adi b. Hatim (t) came to the Prophet (r) while he was reciting the verse:

( اتَّخَذُواْ أَحْبَارَهُمْ وَرُهْبَانَهُمْ أَرْبَاباً مِّن دُونِ اللّهِ

“They took their rabbis and their monks to be their lords besides Allah…” (Al-Tawbah: 31)

He said, “They did not worship them [as one prays to idols], but when they made something permissible for them, they took it as permissible, and when they forbid something from them, they took it as impermissible.”

Ibn Katheer, may Allah have mercy on him, said:

This is also what Hudhaifah b. Yaman, Abdullah b. Abbas and others said in regarding this verse, that they obeyed them in what they made permissible and impermissible.

Al-Suddi said:

“They sought advice from people, leaving the Book of Allah behind their backs.”

As for legislators, they are disbelievers without doubt. In explaining the verse:

( وَإِنْ أَطَعْتُمُوهُمْ إِنَّكُمْ لَمُشْرِكُونَ )

“…and if you obey them, then you would indeed be Mushrikoon (polytheists).” (Al-An’aam: 121)

…Ibn Katheer said:

…by your turning away from the religion of Allah and His Laws, towards others, placing them before it. This is the definition of Shirk (polytheism).

Al-Shinqiti, may Allah have mercy on him, said:

From this verse it is clearly understood without doubt that whoever follows the legislation of Satan preferring it to what the Messenger of Allah (r) brought is a disbeliever in Allah, a worshipper of Satan, and has taken Satan as a lord, no matter what this obedience to Satan is called, for truths do not change because of what they are called, which is something well known.

My people! Indeed I have love for you, I love goodness for you and am looking out for you. However, my keenness for the soundness of your religion is greater than my keenness that you gain some worldly benefits. If someone comes to buy your religion, how much would you sell it for? For a barrel of oil, for the length of time your houses have electricity, or for the whole world?

One day the Dajjal will appear, as mentioned by the Allah’s Messenger (r), to buy your religion for gold, silver, rain and the promise of good crops; will you sell him your religion?

If you respond in the negative, then why would you sell it to traitors in return for false promises for a fulfilling life, when you have experienced their continual lies before? A free person should not be stung twice from the same hole. O honorable ones! Do not believe the deception of that lying minority, which they falsely call 'majority’ rule! This is only a system which empowers the rule of a minority of foreign-backed, wealthy mercenaries over the majority of people. In this system, everyone of a certain age who registers can vote for a person to represent them. In model democracies, no more than 60% of the people register, and no more than 70% of the registered voters actually cast a ballot. Then people fight over a seat, the result of which is that the winner is a person which no more than 10% of the people voted for! Surely this is the rule of the minority imposed over the majority! Saying that Democracy is the 'rule of the people' is one of the greatest fabrications and lies which has no semblance of truth.

The Rafidite Magian Pharaoh today plays the same trick played by Pharaoh in the time of Musa, when he said about Allah’s Prophet:]

( يُرِيدُ أَن يُخْرِجَكُم مِّنْ أَرْضِكُمْ فَمَاذَا تَأْمُرُونَ ﴾

“He wants to get you out of your land, so what do you advise?” (Al-A’raaf: 110)

Through this he tried to make it seem to people that they had some say in the decision!

The political crime in all this is that it contains the hidden fact that the Magian Rafidites today want us to give them a general mandate to carry out a crime against us, which seeks to divide and slaughter us in the name of democracy. The Magians employed their massive media propaganda machines to make it seem to the Sunnis that elections are the only solution to their problems. By Allah, this is like the calf of the Israelites: a hollow idol, gold on the outside; the wind blows into its mouth and leaves from its posterior, causing a ruckus, but having no power to bring benefit nor harm. Be warned, my people, from ending up like the Israelites: spending your wealth and time making a calf which harms you, not brings you any good. Let the decision you make in regards to the liars and their idols:

( لَّنُحَرِّقَنَّهُ ثُمَّ لَنَنسِفَنَّهُ فِي الْيَمِّ نَسْفاً

“We will certainly burn it, and scatter its particles in the sea.” (Ta Ha: 97)

To complete the crime, the Rafidites, supported by the Christian occupation, have united into strong political blocs, guaranteeing them empowerment, while the Sunnis have entered these theatrics scattered to pieces. The allegedly Sunni traitors crossed all bounds and red lines, and dove into the arms of those who killed our sons and raped our women. Here today we see the leaders of the Awakening Councils, which the media previously promoted as the enemies of the Irani Safavids, which some of the wretched amongst us believed, we see them all accepting their roles as clear servants to the Persian Magians. The person who the media called the leader of Dulaim, Ali Al-Hatim, joining the Islamic Dawah Party led by Nouri al-Maliki and his allies, while the lying public face, Humaid Al-Hayis, joined the blood-suckers in the National Iraqi Alliance and Badr Organization, led by (Ammar) al-Hakim, while the father of treason who was raised as a puppet, Ahmed Abu Risha, joined those who killed, and still kill, our people and desecrate our honor, the criminal of the Interior Ministry, Jawad Al-Bulani. Ahmed Abdul-Ghafoor Al-Samarra’i followed his suit in this accursed alliance. As for Saleh Al-Mutlaq, he was blown up by a bomb when he went in search of the Sunni killer in Fallujah, Ayad Allawi, followed by the Liar of Mosul, the Rafidite agent, Usama Al-Najafi who tickled the feelings of our people of the North with his talk about the Kurds, while he himself is but a shoe worn by the Rafidites.

As for the traitors of Muslim Brotherhood, they are still as we know them. Their religion is a mix of self-benefit, lying and forgery. Here we see their leaders and figures, Tariq Al-Hashimi, Rafi Al-Isawi, Dhahir Al-Aani, Abdul-Kareem Al-Samarra’i, Salam Al-Zawbai, their tribes far distant from them! We see them accepting to play a part in this ridiculous theatrics in a group led by a Rafidite whose fangs and claws drip with the blood of Fallujah, all of them dancing to the screams of our children and women, their Iraqi bloc lighting the sky with their bombs of white phosphorous and the smoke of chemical weapons.

The strange thing is that they all humiliatingly submitted themselves, and joined alliances led by the Rafidites! How strange that they claim to want to defend the Sunnis and their rights!

As for the Al-Tawafuq Front, which was cheered on by Islamic verdicts and the weak and pitiful, today it is void of all who first entered it. None of its three well-known leaders are in it any longer. The Islamic Party is like a spotted snake: none enter its hole except that they leave terrified from the horrors of its cunning plots, and the severity of its poison. This party has formed an alliance with a number of smaller snakes which it raised in its hole from the leftover Awakening Councils, the result of which is known for sure. Either the scorpion will eat its young, or they will escape before their time is up.

This is the way the Sunnis will enter these elections, let alone the election-rigging which has taken place every time until now. What do you the result will be? The sure result of the Sunni’s participation in the elections will be that it will be re-emphasized that the Sunnis are a minority in Iraq, and that they must be controlled by the Shia majority, and their feeling of disunity and subservience amongst politicians and the masses, the loss of all their political and economical rights, and due to the fact that these Persians, the agents of Iran, will be more empowered after these elections, we will become weaker and less empowered. What do you expect from these Magians other than more crimes, theft, and desecration of honor? They did this when we were in a better state of affairs, what will it be like once we are in a worse condition after these theatrical elections?

Due to this, in protection of the Sunnis, their religion, and their worldly affairs, and before it is too late and we bite our fingers with regret and start to patch our clothing after it is tattered, after prolonged consultation with intellects from the scholars, tribal leaders, and the Mujahidoon of the Islamic State, we have decided to prevent these elections from taking place by all legislated possible means, at its front militarily. Our friends and foes know our ability, with Allah’s aid, to reach any place we choose despite its heavy guard, and if you wish, ask the Ministries which we demolished in Baghdad
Thus, we call on all those who believe us to be correct in this stance, from scholars, tribal leaders and the educated to stand by our sides. We have explained to you that the religion and sound intellect require that these ridiculous elections be prevented, so this time, my people, put the ball in my court and work with us in this stance we have taken. Allah willing, you will not regret this; rather, you will see goodness and blessings in it.

None has advised you except a person from amongst yourself who has never lied to you nor proved traitorous, and all praise be to Allah. Whether you like it or not, I am a son, a brother, and a father who has drunken from Euphrate

(يَا أَيُّهَا الَّذِينَ آمَنُواْ اتَّقُواْ اللّهَ حَقَّ تُقَاتِهِ وَلاَ تَمُوتُنَّ إِلاَّ وَأَنتُم مُّسْلِمُونَ*وَاعْتَصِمُواْ بِحَبْلِ اللّهِ جَمِيعاً وَلاَ تَفَرَّقُواْ

“O you who believe! Fear Allah as He should be feared, and die not except in a state of Islam. And hold fast, all of you together, to the Rope of Allah, and be not divided among yourselves...” (Surah Aali Imran: 102-103)

And He (I) has said:

(يَا أَيُّهَا الَّذِينَ آمَنُواْ أَطِيعُواْ اللّهَ وَأَطِيعُواْ الرَّسُولَ وَأُوْلِي الأَمْرِ مِنكُمْ فَإِن تَنَازَعْتُمْ فِي شَيْءٍ فَرُدُّوهُ إِلَى اللّهِ وَالرَّسُولِ إِن كُنتُمْ تُؤْمِنُونَ بِاللّهِ وَالْيَوْمِ الآخِرِ ذَلِكَ خَيْرٌ وَأَحْسَنُ تَأْوِيلاً

“O you who believe! Obey Allah and obey the Messenger, and those of you who are in authority. (And) if you differ in anything amongst yourselves, refer it to Allah and His Messenger, if you believe in Allah and in the Last Day. That is better and more suitable for final determination.” (Surah Al-Nisaa: 59)

These Quranic texts clearly prove that the way to save oneself, and the solution to the evil which has befallen this land and our people, is to hold fast to the Quran and Sunnah, according to the understanding and practice of the pious predecessors of this Ummah, both theoretically and practically. Unity and uniting is a heavenly command. We have experienced with our blood that trying to patch our despicable situation through means not found in the Quran and Sunnah results in more evil than good. How may times have groups with different ideologies and goals come together to fight a common enemy, only to have some of those within them who follow their desires and have incorrect beliefs leave their weapon and turn towards easy booty or benefit, exposing the backs of their brothers to their enemies? And if you try to stop them from taking what they see to be booty or spoils, they turn into enemies, and may even ally with them against you! This is the case of any union formed on the basis of principles other than those of the Quran and Sunnah. Calls for unity between the flag-bearers of truth and temple servants of falsehood is clear misguidance and dilution of this great religion. Allah (I) said:

(أَمْ نَجْعَلُ الَّذِينَ آمَنُوا وَعَمِلُوا الصَّالِحَاتِ كَالْمُفْسِدِينَ فِي الْأَرْضِ أَمْ نَجْعَلُ الْمُتَّقِينَ كَالْفُجَّارِ

“Shall We treat those who believe and do righteous good deeds as those who spread evil on earth, or shall We treat the pious as the wicked sinners?” (Surah Saad: 28)

We call all the Mujahidoon to unite under one banner, the banner of “Laa Ilaha Ill-Allah, Muhammad-ur-Rasool-Allah”, one methodology, one leader, and one army for one purpose, which is to make the Shariah the ruling law, to make Allah’s Word supreme, and to make the word of the infidels most inferior. This is the way to leave this predicament. We will never see goodness in our religion or our worldly affairs without it. Liberating our land and putting an end to evil are the means to achieve our goals and final target. They are not goals in themselves. If we, the Sunnis, adhere to the Sunnah without unifying, we would be disuniting upon the Sunnah without doubt. And if we unify on something other than the Guidance of the Messenger (r) and Companions, may Allah be please with them, for whatever excuse, we would be uniting upon misguidance.

We will present a practical initiative to this, we ask Allah to accept it. We ask that a committee of leading scholars and students of knowledge be formed, which will be the core to unite the Mujahidoon and reform the resistance movement. We ask Allah to make this succeed. We place the following conditions on these scholars:

1) That they adhere to the Sunnah as the predecessors of this Ummah believed and practiced it.

2) That they are known for their justice, equity, and intrepidity in regards to Allah’s commands.

3) That they be from those who have fought, or presently fight in Allah’s Cause, and have experienced the worship of Allah through Jihad. This is a very important condition, for those who have crowded into the corners of libraries, taking to books in order to brings solutions to the problems of guns and bombs without ever seeing them or learning them, there is no doubt that they will explode in their faces and the faces of those who listen to them. As for matters other than those concerning Jihad, they are our leaders and we give them much respect.

4) That they are accepted by all the parties or most of them. Also, it is not a condition that they be from
The committee is tasked with the following:

1) Research into the condition of every group or entity in Iraq in regards to their methodology leadership, and support. Those groups or blocs seen worthy of being described as being from Ahl-us-Sunnah are to be announced, and those who are seen to have errors in their creed of methodology are to be judged as so, and they are to called to repent from the innovations or idolatry they have committed, and to claim their innocence to Allah from their mistake, and to clarify this to the Ummah so it will not to repeated. After this, we welcome them as honored brothers for whom we will sacrifice our blood, in spite of the fact that they previously have spilled ours.

2) To come to a final agreement which all parties must abide by, about how to deal with the idolatrous groups present in Iraq, whether they falsely claim to be Muslims such as the Rafidites, or disbelievers from the start like the Satan-worshipping Yazidis, the Mandaen Sabeans, or Crusader Christians.

3) To decide the stance towards the groups and entities of the present ruling governments, especially in the Arab and Islamic world, and clarifying Allah’s judgment concerning the international institutions and what is required for Muslims in their regard, and how they and their figures are to be dealt with.

4) To set guidelines and principles required to identify the Islamic means to repel the occupation and to purify the land from evil.

5) If unity requires that the pages be turned and judgment be pronounced on every life which has been taken and all wealth which was stolen without any semblance of legality, it may decide to do this. It must be granted this authority to carry our these judgments and return the rights to their proper owners, even if it requires that the leader of any group and entity be sentenced to death, including myself. However, from our side, on behalf of my brothers and for the sake of unity and unification, we forgive all who have spilled our blood, whether based upon some misunderstanding or otherwise, and we promise to pay the blood-money of anyone who is judged with this from our men, as long as our financial situation permits.

We hope that Allah will bless any unification based upon these guidelines and conditions, regardless of the number of participants. What is important is the truthfulness of those who participate, not their mere numbers. If we agree to the principles and guidelines mentioned previously, taking the proper administrative, legal, military and media measures to achieve total unification will be something easy, Allah willing. We ask Allah to again empower the Mujahidoon, their State, more than it was before.

In conclusion, we say to the soldiers of the Islamic State: may Allah bless you! Stay firm and united! We do not doubt in the least that you are the group who properly fights according to the Command of Allah in this land. Allah has shown us some good news in your regards, in that no matter what cunning plots the enemies plan against you and no matter what their number be or how much they are supplied, they will never be able to harm you. They have no say in your matter as long as you are acting in accordance to the command of Allah, as mentioned in the hadeeth of the Messenger of Allah (r) narrated in Muslim on the authority of Uqbah ibn Amir, who said that he heard Allah’s Messenger (r) say:

« لا تزال عصابة من أمتي يقاتلون على أمر الله قاهرين لعدوهم لا يضرهم من خالفهم حتى تأتيهم الساعة وهم على ذلك »

“There will never cease to be a group of people from my Ummah fighting according to the Command of Allah, subduing their enemy. Those who oppose them will not harm them the least, until the Final Hour comes and they are in this state.”

Then I say to the idolatrous Rafidites and the criminal traitors who follow their path and think well of their ways: we are what Allah has decreed for you, and we are His swords which will strike you. We are the soldiers of Allah. We are the free Sunnis. You will never be able to fool us or weaken us. It is Ahl-us-Sunnah who are the guided and guide others, the people of strength and Jihad who continually spend their efforts. History can tell you what they did to you and your Crusader allies.

Today, we the soldiers of the Islamic State, the defiant soldiers of Ahl-us-Sunnah are demolishing your fortresses and breaking your bones. We were very close to killing and imprisoning a large number of your leaders of the Maliki regime in a fearless operation, but what Allah wills comes to pass. However, we promise you with something which is more grievous and bitter. We have returned again, and the Sunnis have stated they will stick by their sons from the Mujahidoon, after they realized the lies, cunning plots, and evilness of the traitors. They read the lessons of Maliki and his regime well, how a small group of criminals from the Bard Corp and the Dawah Party can go to Mosul, Anbar, Salahuddin, Diyala, and the Sunni areas of Baghdad with official uniforms, to take whoever they want, whenever they want, without any deterrent from the alleged local governments, except a cheap request which clearly showed that you want our children and women. They read the lessons of Maliki and his regime well, when they failed their children in the final exams in the upper grades claiming that they cheated, while the children of Najaf and Barkala are noble hard workers! They Sunnis read the lessons of Hashimi and Mutlaq, and before them Mash’hadani and Dulaimi, and before them Al-Janabi and Daayni well, and the list continues.

They have also seen how the accusations of Ba'athism against their sons and good men are dealt with.

All have realized that the Rafidite guillotine is heading their way sooner or later, avenging the death of Hussain as they claim, so they have gathered around their sons from the Mujahidoon, and today they are present in every town and city, in the depths of their people and tribes.

﴿هُوَ الَّذِيَ أَيَّدَكَ بِنَصْرِهِ وَبِالْمُؤْمِنِينَ*وَأَلَّفَ بَيْنَ قُلُوبِهِمْ لَوْ أَنفَقْتَ مَا فِي الأَرْضِ جَمِيعاً مَّا أَلَّفَتْ بَيْنَ قُلُوبِهِمْ وَلَـكِنَّ اللّهَ أَلَّفَ بَيْنَهُمْ إِنَّهُ عَزِيزٌ حَكِيمٌ﴾

“It is He Who has supported you with His Help and with the Believers, and He united their hearts. If you had spent all that is in the earth, you could not have united their hearts, but Allah has united them. Certainly He is All-Mighty, All-Wise.” (Surah Al-Anfal: 63)

And our final prayer is that all praise is due to Allah, the Lord of all that exists.

(وَاللَّهُ غَالِبٌ عَلَىٰ أَمْرِهِ وَلَـٰكِنَّ أَكْثَرَ النَّاسِ لَا يَعْلَمُونَ)

“And Allah has full power and control over His Affairs, but most of men know not.” (Surah Yousuf: 21)
